Customs Guide: South Korea's Duty-Free Allowances and Special Exemptions for Travelers Released

When bringing goods into South Korea after overseas travel, duty-free allowances are categorized into two types: the general aggregate limit for most goods and specific independent limits for alcohol, tobacco, and perfume. Understanding these distinctions is essential for a seamless customs clearance process.



General Duty-Free Allowance for Travelers

The standard duty-free allowance for travelers entering South Korea is USD 800 per person. This limit applies to the total value of all goods acquired abroad (including purchases from domestic and foreign duty-free shops, as well as gifts). For example, if you purchase clothing, cosmetics, and souvenirs abroad, and an electronic device at a duty-free shop, you are exempt from customs duties and internal taxes if the combined value is USD 800 or less.

If the total value exceeds this limit, duties and Value Added Tax (VAT) will be charged on the excess amount. However, travelers who voluntarily declare their goods upon entry can receive a 30% reduction in customs duties (up to a maximum of KRW 200,000). It is highly advisable to declare honestly if you suspect you have exceeded the limit.



Special Exemption Items (Independent of the USD 800 Limit)

Alcohol, tobacco, and perfume are designated as special items subject to their own specific duty-free criteria. These items are calculated independently and do not count toward the general USD 800 allowance.



Alcoholic Beverages

The duty-free allowance for alcohol is limited to one bottle that satisfies both of the following conditions:

  • Total volume of 2 liters or less.
  • Total value of USD 400 or less.

Both criteria must be met for the exemption to apply. For instance, a 1-liter bottle of whiskey priced at USD 500 is taxable due to the price limit, and a 3-liter bottle priced at USD 300 is taxable due to the volume limit. Please note that minors under the age of 19 are not eligible for any duty-free allowance on alcohol.



Tobacco Products

The exemption for tobacco is strictly quantity-based:

  • Cigarettes: 200 sticks (generally 1 carton/10 packs).
  • Cigars: 50 sticks.
  • Other Tobacco (Pipe, E-liquid, etc.): 250 grams.

Similar to alcohol, minors under the age of 19 are strictly prohibited from claiming duty-free exemptions for tobacco products.



Perfume

Perfume is exempt from duty up to a total volume of 100ml. This limit is based on the aggregate volume of all perfume containers brought in. While perfume has its own limit, other general cosmetic products are included in the standard USD 800 general allowance.



Compliance, Penalties, and Documentation

These exemptions apply only to goods intended for personal use. Importing goods in bulk for commercial purposes or attempting to split purchases among multiple travelers to evade taxes is strictly prohibited and may result in legal penalties for smuggling.

  • Receipts: Always retain your receipts. Customs prioritizes the declared price, but may reassess the value based on market prices if the declaration is deemed unreasonable.
  • Family Allowance: While each family member (including minors) has an individual USD 800 limit, the age restrictions for alcohol and tobacco must be strictly observed.
  • Penalty for Non-disclosure: Failure to declare items exceeding the limit will result in an additional penalty tax of 40% (or 60% for habitual offenders) of the tax amount due.

In conclusion, travelers should remember the "800-400-2-100" rule: USD 800 for general goods, and separate limits for alcohol (1 bottle/2L/USD 400), tobacco (200 cigarettes), and perfume (100ml).
